Challenges for Cyber ROE

LTG Keith B. Alexander provided a 32-page response to questions posed in his hearing with the SASC. Unfortunately, his written response describing many of the challenges related to defining cyber ROE. Fortunately,

the SASC website archived LTG Gen Alexander’s verbal testimony at his SASC hearing supporting his promotion to general, along with his nomination to the Director of the NSA, Director of the Central Security Service, and the Commander of the new U.S. Cyber Command, CYBERCOM. This hearing was chaired by Mr. Carl Levin, the SASC Chairman, and Senator from Michigan.
